
Why the Workforce Innovation and Opportunity Act matters

Access to workforce development resources can transform lives and strengthen our local economy.
One such resource that often flies under the radar is the Workforce Innovation and Opportunity Act (WIOA). Passed in 2014, this federal legislation provides funding and guidance for workforce development programs nationwide. It is an essential tool for addressing the challenges of our evolving labor market and ensuring that workers and businesses alike are equipped to succeed.
For a region like ours, where workforce challenges are amplified by high living costs, seasonal employment fluctuations, and a competitive job market, WIOA is more than just a piece of legislation—it’s a lifeline to training resources and investment in upskilling and reskilling our citizens.
A common refrain I hear from local employers is the difficulty of finding workers with the right skills. WIOA helps bridge this gap by funding job training programs that align with the needs of our economy. These programs provide tailored support, whether it's helping someone earn an industry-recognized certification or connecting them to on-the-job training opportunities.
In Eagle County, where industries like outdoor recreation, construction, and healthcare are vital, these programs ensure that our workforce is prepared for today’s jobs and tomorrow’s opportunities. For example, a ski technician seeking to transition to a year-round career in construction can access WIOA-funded training to gain the skills necessary to excel in that field.
Small businesses are the backbone of our community, and they often face unique challenges in recruiting and retaining talent. WIOA provides support through workforce boards, like the Colorado Workforce Development Council, which works with employers to identify their needs and develop strategies to meet them.
